Two-wheeler mileage in India: claimed vs real-world measurement guide
Compare claimed and observed motorcycle or scooter mileage using a repeatable tank-to-tank method, consistent units and a transparent fuel-cost calculation.

Mileage is a measurement, not a permanent model score
Motorcycle and scooter mileage is usually expressed in kilometres per litre, but one vehicle does not deliver one fixed number in every journey. A controlled test result, a manufacturer claim, an instrument-cluster display and a rider's tank-to-tank calculation answer different questions. Before comparing two models, identify which kind of figure is being shown and whether both figures were produced on the same basis.
India has formal methods for evaluating two-wheeler fuel consumption. The Bureau of Indian Standards lists IS 10881 as the method of evaluating fuel consumption for mopeds, scooters and motorcycles. Automotive Industry Standard AIS-137 also defines controlled procedures and expresses fuel consumption in litres per 100 kilometres. These laboratory methods make certification results repeatable; they do not reproduce every rider, road, load, weather condition or traffic pattern.
Treat an official claimed or certified figure as a comparison reference, not a promise for your commute.
Keep the units and evidence label visible
Mileage and fuel consumption describe the same relationship in opposite ways:
- mileage in km/l = distance travelled ÷ litres used;
- fuel consumption in l/100 km = litres used ÷ distance travelled × 100.
A higher km/l result is more efficient. A lower l/100 km result is more efficient. Do not place the two numbers in the same ranking without converting them.
Label every number as one of these:
- certified or manufacturer-claimed;
- owner-measured tank-to-tank;
- dashboard-indicated;
- estimated from cost or fuel-gauge movement.
The last method is too weak for a serious comparison. Fuel gauges are not precision measuring instruments, and pump price alone cannot reveal litres consumed unless the quantity is recorded.
Use a repeatable tank-to-tank method
For an owner measurement, use the same motorcycle or scooter, fuel grade and filling procedure over several normal trips.
- Fill at a level surface and stop at the same repeatable point, following the vehicle handbook and avoiding overfilling.
- Record the odometer and reset one trip meter.
- Ride a representative distance instead of testing only a short, unusually clear route.
- At the next fill, use the same filling point and record litres dispensed from the pump receipt.
- Calculate
trip kilometres ÷ litres filled. - Repeat for at least three tanks and use total distance divided by total litres, rather than averaging percentages or selecting the best tank.
Example: if three recorded intervals total 840 km and the corresponding refills total 14 litres, observed mileage is 840 ÷ 14 = 60 km/l. This is an arithmetic example, not a claim for any listed vehicle.
Do not continue filling after the safe automatic stop merely to make each refill look identical. Follow the owner's manual, keep fuel away from hot components and never perform a consumption experiment that creates a fire or traffic risk.
Record the conditions that move the result
A useful mileage log includes more than kilometres and litres. Note:
- city, highway and idling mix;
- average trip length and cold starts;
- rider, pillion and luggage load;
- tyre pressure checked cold against the vehicle recommendation;
- riding speed, acceleration and gear use;
- road gradient, surface, wind, rain and temperature;
- air-filter, spark-plug, chain, brake and engine-oil condition;
- new-engine running-in or recent service work;
- fuel station and fuel grade.
Traffic queues and repeated acceleration can reduce observed efficiency. Incorrect tyre pressure, dragging brakes or a poorly maintained drive chain can also distort a comparison. A dashboard display may use a different sampling window and should be checked against receipts before relying on it.
Compare like with like before choosing a bike
Do not call one model more efficient because its best owner report is higher than another model's worst city report. Prefer the same evidence class, exact variant, test method and period. Keep engine displacement, transmission, tyre specification and equipment in view because a purchase decision is not only a mileage contest.

Convert observed mileage into fuel cost
Once you have a defensible observed figure, calculate:
fuel price per litre ÷ observed km/l = fuel cost per kilometre
At an example petrol price of ₹105 per litre and observed mileage of 60 km/l, fuel cost is ₹105 ÷ 60 = ₹1.75/km. Replace both inputs with the current local pump price and your own measured result. Annual fuel spend can be estimated as:
annual kilometres × fuel cost per kilometre
Run conservative and typical cases. Finance, insurance, service, consumables, tyres, repairs and depreciation remain separate.
Questions to ask during a test ride and quotation
- Is the displayed mileage a certified claim, manufacturer claim or dashboard estimate?
- Does the figure apply to this exact engine, transmission and variant?
- Which tyre pressures and service intervals does the handbook specify?
- Can the dealer provide the current owner's manual or official specification source?
- Is the quoted price ex-showroom or an itemised on-road amount?
- Are accessories, warranty packages or service plans being bundled into the quotation?
Avoid accepting “up to” mileage as a guaranteed monthly saving. Ask for the written source and keep it with the dated quotation.
The responsible conclusion
Use a claimed figure to understand controlled-test potential and a multi-tank log to understand your actual route. Keep the evidence type visible, calculate total distance over total litres, record conditions, and compare the exact variants on the same basis. If a mileage number cannot be traced to an official source or a repeatable owner log, do not use it to rank or budget a vehicle.
