RC, driving licence, insurance and PUC: an India road-document checklist

Prepare authentic digital or physical vehicle documents, verify PUC and insurance validity, and avoid relying on screenshots that cannot be verified.

Carry verifiable records, not unidentified screenshots

A vehicle document is useful at the roadside only when it is current, belongs to the vehicle or driver and can be authenticated. DigiLocker’s official guidance says driving-licence and vehicle-registration records fetched into the “Issued” section are digitally issued records and can be verified through their signature or QR code. A photograph uploaded by the user is not the same as an issuer-fetched record.

Requirements and enforcement can vary by vehicle class, state and situation. Check the current central and state authority guidance before travel.

Registration certificate

Confirm that the RC shows the correct owner, registration number, chassis or vehicle identity, fuel or approved conversion, vehicle class and validity. After a sale, address change, loan closure or approved CNG/LPG conversion, complete the applicable registration update instead of keeping only a receipt for the application.

In DigiLocker, fetch the record from the issuing authority into the Issued Documents section. Open it before travel and confirm the QR or digital-verification information is available.

Driving licence

The driver needs a valid licence for the applicable vehicle class. Confirm expiry, name and class rather than assuming the presence of a card is enough. If DigiLocker cannot fetch the record, check whether the Aadhaar-linked name and transport database record match, following DigiLocker’s official troubleshooting guidance.

Do not let an unlicensed or incorrectly licensed person drive because the owner has valid insurance.

Insurance certificate and policy

IRDAI explains that a separate certificate of insurance is issued for motor insurance. Confirm:

  • registration and insured owner details;
  • policy and certificate number;
  • liability and own-damage validity dates;
  • vehicle variant or class;
  • insurer and support contact.

Keep the complete policy wording and schedule accessible for a claim, even if only the certificate is needed for routine verification. A payment confirmation is not a substitute for an issued policy.

Pollution Under Control certificate

Use the official Parivahan PUC portal to verify the certificate details where available. Check the vehicle number, test date, validity and result. Do not edit or reuse another vehicle’s certificate.

IRDAI’s policyholder guidance says a valid PUC certificate is required on the date of motor-insurance renewal. Plan testing before both travel and renewal rather than discovering expiry during the transaction.

Electric vehicles may have different applicability because they have no tailpipe emissions, but do not infer an exemption for a hybrid or converted vehicle. Confirm the registered fuel type and current authority rule.

Fitness, permit and commercial documents

Transport and commercial vehicles can require additional current records such as fitness, permit, tax and goods or passenger documentation. The exact set depends on vehicle class, route and use. A private-car checklist is not sufficient for a bus, taxi, truck, construction machine used on public roads or agricultural vehicle operating under specific conditions.

Fleet operators should maintain a vehicle-wise expiry register and prevent dispatch when a mandatory record is missing.

Authentic digital layer

  • Issuer-fetched DigiLocker RC and DL.
  • Official insurer policy and certificate PDF.
  • Official PUC record or certificate.
  • Relevant permit and fitness records.
  • Emergency and insurer contact details.

Resilient backup layer

  • Legible physical copies where appropriate.
  • Offline access to current PDFs in case mobile data is unavailable.
  • A trusted contact who can retrieve originals or policy information.
  • Secure cloud backup that does not expose documents through a public link.

Protect personal data. Do not publish an unredacted RC, licence, policy or chassis number on social media while seeking help.

Monthly and pre-trip checks

Create reminders for every expiry date. Once a month and before a long trip:

  1. Open the issued digital records rather than checking only app icons.
  2. Confirm the RC and policy still show the correct owner and vehicle.
  3. Confirm the driver’s licence class and validity.
  4. Verify PUC validity in the official system where supported.
  5. Check insurance validity directly with the insurer.
  6. Add route-specific permits or fitness evidence for commercial use.
  7. Remove superseded files so the wrong certificate is not shown under pressure.

After buying or selling a used vehicle

Coordinate registration transfer, insurance transfer, FASTag closure or issuance, loan hypothecation changes and delivery evidence. Registration and insurance should not remain in different names. Keep dated acknowledgements and verify completion in the respective official systems.

Do not treat possession of the vehicle and keys as proof that every legal record has transferred.

If an app is unavailable

An unavailable phone, dead battery or service interruption should not make every document inaccessible. Carry or store a lawful backup suited to your jurisdiction. Never hand an unlocked phone to an unknown person; open the specific issued document or QR-verification view yourself when practical.
